Building Arizona Families is pleased to announce that adoptions through China are now available!
This is an exciting program where healthy children between the ages of birth to three years old are available.
Building Arizona Families’ cooperating agency for our China program is West Sands Adoptions. West Sands Adoptions is a non-profit child placing agency licensed in the State of Utah. West Sands Adoptions has been a direct license holder with the C.C.A.A. (China Committee for Adoption Affairs) for more than 10 years and has participated in hundreds of adoptions. Clients of Building Arizona Families’ China Adoption Program are considered joint clients of both Building Arizona Families and West Sands Adoptions.
Building Arizona Families will work directly with clients in Arizona to complete the various documentation and activities necessary to process their adoption application for China. West Sands Adoptions will then review and present the completed application to China on Building Arizona Families’ behalf.
West Sands Adoptions’ China Staff will be with the clients on the tours, at the reception center where they will receive their child, at the U.S. Embassy, and at the airport when they fly home. They have made all the arrangements and will escort the clients everywhere. They will also do everything they can to make sure that the trip is pleasant, safe, and rewarding.
Adoptive Parents Requirements

Married a minimum of 2 years if it’s a first marriage; minimum of 5 years if current marriage is 2nd or 3rd (at time dossier is logged in by CCAA). No more than two previous marriages allowed on either side.

Single/unmarried applicants will no longer be eligible to adopt from China.

Age of both applicants: 30-49 years old (at time dossier is logged in by CCAA). Those aged 50 to 55 years old may be considered for waiting children adoption.

Body Mass Index (BMI) no greater than 40.

Excellent health; mild medical conditions may be ok (please inquire). Disabled applicants can only adopt a similarly disabled child. Restrictions may be placed on those who have a serious medical history or have taken medication for emotional problems, although those who have been healthy for many years since these events may be considered.

Minimum income of $30,000 + $10,000 for each child in home.

Net worth must be a minimum of $80,000.

Education level must be at least a high school diploma.
- No cancer treatment history from adoptive parents.
No more than 4 children currently in home. Exceptions to this may be made for the adoption of waiting children.

Child in home (if there is a young child) must be at least 1 yr old or older at time dossier is sent to China.

Any criminal history will be carefully reviewed and in most cases, not allowed. Any recent history (within past 10 years) of alcohol abuse will not be allowed and a recent history of minor criminal infractions may also result in denial.

Only one child can be adopted at a time, unless they are twins. Twins, however, are very rare, and the income level has to be very high.
Children Available
The age of the children referred by The China Center for Adoption Affairs (CCAA) is usually between 8 - 14 months, though there are children available up to 14 years of age. Adopting parents over 45 are not usually referred infants. Healthy children and children with minor special needs are available from China. Some special needs requests are expedited.
Time Frame
Referrals (assignment of a child) are currently taking approximately 12 to 15 months. After you receive your referral you will travel to China with a group and a facilitator to receive your child. Travel is usually for 10-14 days. In China you will be accompanied by skilled adoption facilitators. You will travel with a group of 5-10 families. All travel within China will be arranged by facilitators who will lead you step by step throughout the entire trip. Your adoption will be complete in China. When you return from China, we will have a package waiting for you with instructions on social security numbers, American passports, and Certificates of Citizenship. Yes, your child is automatically a Citizen when you arrive, but it is still necessary to apply for and receive your Certification of Citizenship.
Adoption Fee Schedule
All expenses directly related to authentications, notaries, apostilles, and certifications of documents are not covered in these fees and will be the responsibility of the client(s).
All placement and inter-country fees are subject to change without notice and are due at the time of receipt of court date. Travel, lodging, meals, medical, visas, and foster care are the responsibility of the client(s). Building Arizona Families cannot guarantee the performance of the local or foreign entities involved in the adoption process as Building Arizona Families has no direct control over either. No refunds can be made of any fees and expenses already paid directly to Building Arizona Families.
