Foster children enter the foster care system through no fault of their own. They are placed in state care when it is deemed that their homes are not safe and they have suffered abuse and/or neglect. Child Protective Services place the child in a licensed foster home or group home to provide day-to-day care until it is determined whether the child can safely return home. If it is determined, after substantial support from the state child welfare agency, that the parents or caregiver have not taken the necessary steps to ensure their child’s safety, the State moves forward to sever parental rights. Once a child’s parental rights are severed, the child is legally available for adoption.
Arizona families interested in adopting a foster child are not required to become licensed foster families before adoption. The adoptive families complete a home study through Building Arizona Families. The professional home study satisfies the legal requirements of the State of Arizona. Required documents include birth certificates, marriage licenses, tax returns, reference letters, fingerprint clearance, and other items.
