The first step in adopting a newborn baby in the U.S. is to research and select an adoption agency. After completing your adoption dossier, and making your adoption preferences known, the birth parent(s) that match your criteria are provided with your information and information about other prospective adoptive families. The birth parent(s) make the final decision about where to place the baby.
